Phil explains to Lenore on how the current sex offender registry is just not working.  So many people are being swept onto the list without being a danger to children and society that truly dangerous people are not being tracked.  Phil has been working in this field before these lists even existed.  Sex offense laws and policies should be based on sound research and common sense, not panic or paranoia.  The current approach is counter- productive, wasteful, and causes needless harm.  It only makes sense to have each offense judged on its own merits with a punishment that fit’s the crime and does not waste taxpayer dollars.
